Dipak Kumar Ghosh (1937 – 4 April 2025) was an Indian civil servant, politician, and author.[1][2][3][4][5][6] [7][8]He served in the Indian Administrative Service (IAS) from 1958 until his retirement in 1995, holding key administrative positions in West Bengal. Post-retirement, he entered politics, serving as a Member of the West Bengal Legislative Assembly representing Mahishadal from 1999 to 2006.[4] Ghosh was known for his critical writings on West Bengal politics, particularly his book Mamata Banerjee as I Have Known Her[1].[8][9][10][11][12][13][14][15][16][17]
Early life and education
[edit]Dipak Ghosh was born in 1937 in Munshiganj, Dhaka, then part of British India.[18] Following the Partition, his family relocated to Kolkata. He pursued higher education at Presidency College and the University of Calcutta, earning degrees in science, commerce, and law.[4]
Civil service career
[edit]Ghosh joined the Indian Administrative Service in 1958. During his tenure, he held various significant positions, including:
- Sub-Divisional Officer (SDO) of Siliguri during the Naxalbari uprising in 1967.
- District Magistrate (DM) of Nadia during the Bangladesh Liberation War in 1971, where he coordinated refugee relief efforts.
- DM of Midnapore from 1973 to 1976.
He retired from the IAS in 1995 after 37 years of service.[1][10][9][19]
Political career
[edit]After retirement, Ghosh joined the Indian National Congress in 1995. In 1998, he became one of the founding members of the All India Trinamool Congress (AITC) led by Mamata Banerjee. He was elected to the West Bengal Legislative Assembly from Mahishadal in a 1999 by-election and re-elected in 2001.[4]
In 2006, Ghosh contested the Jadavpur Lok Sabha seat against then Chief Minister Buddhadeb Bhattacharjee but was unsuccessful. He retired from active politics following this defeat.[3][2]
Writings and controversies
[edit]In 2012, Ghosh published the book Mamata Banerjee as I Have Known Her, offering a critical perspective on the AITC leader.[20][21][22] The book included documents and correspondence to support his claims. It resurfaced in political debates, notably when BJP leader Koustav Bagchi cited it in 2023, leading to legal actions.[7][1][7][23][6]
Death
[edit]Dipak Ghosh passed away on 4 April 2025 in Kolkata at the age of 87.[3][4]
