Purpose of use in article (WP:NFCC#8)	This image will give a representation of the NCIS Operational Representative badge. At the time of this upload, the NCIS has four (4) different badges that can be issued and only the gold Special Agent badge is shown.
Not replaceable with free media because (WP:NFCC#1)	I have searched for a free version of this badge for a long time and haven't been able to find it. The NCIS also doesn't have the pictures of their badges on their official website, only their description. I personally am not experienced enough in photo editing / creation that I could make a accurate representation of the badge on my own.
Minimal use (WP:NFCC#3)	I've planned on posting this image only on the NCIS article, specifically in the section addressing the IDs and badges in use with the agency.
Respect for commercial opportunities (WP:NFCC#2)	The owner of this photo runs a website dedicated to selling police badges (and other products) for collectors and/or other interested parties. This image is not retracting from that in any way, in my opinion.
Other information	This image has been cropped from the original in order to have only relevant information on display.
