This is fair use because it is a fairly small thumbnail of currency that was publicly distributed in the Republic of Haiti. It has historical significance because the overprinted circle with slash and date of February 7, 1986 commemorates the end of the Duvailer regime, it is the date that Baby Doc Duvailer freed Haiti for France and the beginning of the provisional governments that lead to the current democratic regime.
It will be noted that the site from which this image is taken does not own the copyright to this image as that site is a database of currency including historical information about the currency of various countries, therefore the site has no copyright claim beyond the claim that they scanned the image into their database and such a procedure is a very limited creative event that may not be a sufficient act to create copyright.
Copyright to the original currency would belong to the Duvailer regime. The whereabouts of Baby Doc is unknown and it is doubtful that he would make any kind of copyright claim on behalf of his former government. Another argument is that the current government, as the successor regime to the Duvailers, has the copyright. However, this money is no longer in circulation and its use here is purely for historical purposes, not to exploit the original copyright material. — Alex756
