Operations section is too brief

The operations section, which could explain their responsibilities is so brief (shorter than the symbology of the shield/logo!) that it does not explain what SLD45 does or is responsible for. Do they ensure range safety, do they do weather reports and assess weather related launch criteria ? Do they ensure launches don't collide with other objects in orbit ?
