The Local Government Act 1888 established the county council as the highest tier of the English two tier local government system. The system established by the 1888 act, although significantly amended in 1894 although reformed in 1929 and 1933, survived largely unaltered until 1973 when the current county councils were established. In recent years the trend has been towards smaller unitary authorities combining the functions of district and county councils in one body.
