Chandigarh Housing Board (CHB)[1] is a government undertaking of the Chandigarh Administration,[2][3][4] established in 1976[5][6][7] under the extension of the Haryana Housing Board Act,[8][9] 1971, to the Union Territory of Chandigarh.[10]

History and objectives

As of March 2019, CHB has built around 67,565 houses in different categories.[11][12] It's estimated that about 25% of Chandigarh's population lives in housing developed by CHB.[13][14]

Projects and commercial units

CHB has also constructed commercial units and undertaken various deposit works for the Chandigarh Administration[15][16] and other organizations. Additionally, the board is responsible for implementing the Co-operative House Building Societies Scheme, 1991.[17][18]

Small flats scheme and allotment cancellations

The Chandigarh Housing Board implemented the Small Flats Scheme to provide permanent housing for poor families in Chandigarh.[19]

  • Houses were built in various sectors and allotted on a license basis.[20]
  • Allottees were required to deposit a fixed license fee (approximately ₹800 per month).[21][22]
  • Many allottees failed to pay the fee for several years, leading to accumulated dues exceeding ₹2 lakh in some cases.[23][24]

To recover outstanding dues, CHB issued multiple notices and held personal hearings with defaulters. Due to non-payment, the board has cancelled the allotment of several houses under clause 2, 12, and 16(A) of the Deed of License of Chandigarh Small Flats Scheme, 2006.[25][26] As of December 2023, over 126 allotments were cancelled,[27][28][29] with further notices issued for repossession of properties.[30][31][32]
