John Cope is a British Conservative politician and education policy specialist.

He currently serves as a Councillor for the Oatlands and Burwood Park ward on Elmbridge Borough Council[1] where he is also Leader of the Conservative opposition group[2]. Cope is Chairman of the Conservative Councillors' Association[3] and a Member of the Board of the Conservative Party[4]. Outside of politics he is Senior Counsel for education, apprenticeships and social mobility at consultancy firm PLMR[5].

Early Life and Education

Cope was born to a 14-year-old girl on a council estate in Doncaster, South Yorkshire before going into foster care and being adopted[6]. He attended King Edward VI Grammar School in Louth, Lincolnshire before studying politics at the University of Nottingham[7].

Political Career

Cope was elected as a Councillor for the Walton South ward of Elmbridge Borough Council in May 2021[8], and for the Oatlands and Burwood Park ward in May 2024[9]. He is the Leader of the Council's Conservative opposition group[2], and Chairman of its Overview and Scrutiny Committee[10].

At the 2024 United Kingdom general election Cope was the Conservative candidate for the Esher and Walton constituency[11].

Cope is currently Senior Counsel for education, apprenticeships and social mobility at consultancy firm PLMR[5].

His previous roles include Executive Director for public affairs and policy at UCAS[14], Non-Executive Member of the Board at the Institute for Apprenticeships and Technical Education[15], Head of Education and Skills at the Confederation of British Industry[16], and Co-founder of the Education Policy Institute[5].
