Nand Kumarum is an Indian Administrative Service (IAS) officer of the 2008 batch from the Madhya Pradesh cadre, currently serving as the President and Chief Executive Officer of the National e-Governance Division (NeGD) under the Ministry of Electronics and Information Technology (MeitY), Government of India.[1] He also holds additional charges as CEO of MyGov.in and Managing Director & CEO of Digital India Corporation (DIC) as of January 2025.[2]
Early life and education
[edit]Nand Kumarum completed his Bachelor of Technology (B. Tech.) in Petroleum Engineering from the Indian Institute of Technology (Indian School of Mines), Dhanbad in 2002, graduating with First Class and Distinction.[3]
Career
[edit]Early administrative roles
[edit]Kumarum joined the Indian Administrative Service in 2008. He began his career as Assistant Collector in Jabalpur (2010–2011), followed by roles as Sub-Divisional Officer (SDO) in Sagar, and Chief Executive Officer (CEO) of Zila Panchayats in Sagar and Singrauli (2011–2013).[4]
District administration
[edit]He served as District Collector in Anuppur and Neemuch districts in Madhya Pradesh, focusing on administrative reforms and local governance.
Energy sector leadership
[edit]Kumarum held several key positions in the energy sector, including Managing Director of Madhya Pradesh East Region Power Distribution Company Limited (MPERPDCL), MP Paschim Kshetra Vidyut Vitran Company Ltd, and MP State Electricity Board. He contributed to operational improvements in energy distribution.
Project management and advisory roles
[edit]He has served as Project Director in the Water Resources Department, overseeing World Bank-supported projects, and held positions in the Civil Aviation Department and the Chief Minister's Office of Madhya Pradesh.
Digital Governance and IT sector
[edit]Kumarum was Managing Director & CEO of MP State Electronics Development Corporation Ltd and worked with the Department of Information Technology & Communication in Bhopal, leading digital initiatives in the state.
Administration training
[edit]He was appointed Director at Lal Bahadur Shastri National Academy of Administration (LBSNAA) in July 2022 and served as Deputy Director until August 2024.[1]
National e-Governance Division (NeGD)
[edit]In August 2024, Kumarum became President & CEO of NeGD, where he leads the implementation of the Digital India and E-governance initiatives.[5]
Additional roles
[edit]In January 2025, he was given additional charge as CEO of MyGov.in and MD & CEO of Digital India Corporation (DIC) for six months or until a regular incumbent is appointed.[6]
