Summary of reason to retain the page, with useful links to sources to provide GNG
[edit]As far as I understand ELM replaces the CAP, within the UK. It is a £multi-billion/year scheme and the main type of subsidy now for farming in the UK. I don't have time to learn about what makes something notable, but it is covered dozens of times on e.g. Farming Today [Radio 4], and in countless news articles etc. I've linked to a few at the end of this comment. It would be very odd not to have this topic in wikipedia!
Referring to the points in the GNG: There is /significant coverage/ (articles etc) in /reliable soures/ that are /independent of the subject/ (e.g. general high-quality newspapers, BBC programmes, etc).
