I have been unable to find references on the discussion surrounding the 1996 legislature House Bill 96-1275 to clarify the connection with that legislation and the lawsuit "Haggerty v. Poudre Health Service District".
I also need to disclose a potential conflict of interest in that I am employed by the Salida Hospital District, though I have no incentive towards commission or omission as increased or decreased public knowledge, nor a more positive or more negative emotional valance about Salida Health District are likely to change the conditions of my employment.
