This is a list of diplomatic missions of Vietnam.
Honorary consulates and trade missions (with the exception of the economic & culture office in Taipei, Taiwan) are omitted from this listing.
History
[edit]The first overseas presence of the Democratic Republic of Vietnam (the antecedent to the Socialist Republic of Vietnam) was a representative office in Paris, approximately during the period of the Fontainebleau Conference in 1946–1947. There was later a representative office operating in Bangkok from 1948, although it was closed in 1951 when the Thai government recognised the Republic of Vietnam, more commonly known as "South Vietnam". The Democratic Republic of Vietnam's first embassy was opened in Beijing in 1950, followed by Moscow in 1952, and consulates in Nanning, Kunming, and Guangzhou opening shortly afterwards. In 1964 the DRV had opened 19 diplomatic missions abroad; six years later this number increased to 30.[1]
South Vietnam
[edit]South Vietnam also had its own separate diplomatic network until the fall of Saigon in 1975. As part of decolonization after WWII and to be against the nationalist movement of communist Viet Minh, France recognized independence of Vietnam (Annam and Tonkin) as an associated state within the French Union when they signed the Ha Long Bay Agreement with the Provisional Central Government of Vietnam on 5 June 1948, leading to the establishment of the State of Vietnam (1948-55). Its independence was expanded with the Élysée Accords.[2][3] The Accords was signed at the Élysée Palace by Bảo Đại under the name of Vietnamese emperor and French President Vincent Auriol. The Élysée Accords took effect when Bao Dai and the French High Commissioner in Indochina exchanged letters in Saigon on 14 June 1949. The Accords received final ratification by the French National Assembly on 29 January 1950, and was completed when they were signed by French President Vincent Auriol on February 2. With this event, it abolished the 1884 Patenôtre Treaty. The Élysée Accords included three documents: 1) Letter from the President of France, sent to Bao Dai, talking about the issues of unification, diplomacy, internal affairs, justice, culture, military, economics, and finance of Vietnam within the French Union; 2) Bao Dai's letter to the French president confirming receipt and agreement on the content of the above letter; 3) Letter from the French president to Bao Dai following Bao Dai's request to add points related to the issue of Vietnam's unification, diplomatic issues and the exchange of ambassadors. Vietnam regained Cochinchina after this agreement and other legal procedures on 4 June 1949. The United States recognized this state on 3 February 1950 and the United Kingdom recognized 4 days later. As of early 1950, there were 35 non-communist countries recognizing the State of Vietnam; among them were the United States, South Korea, Thailand, Iran, Belgium, New Zealand, Australia, Greece, Spain, and countries in South America.[4] Vietnam was granted the right to appoint diplomats to China, Thailand, and the Vatican City, whilst the remainder of Vietnamese foreign policy remained under French control until complete independence accords on 4 June 1954.[5][2] The Republic of Vietnam in South Vietnam (successor of the State of Vietnam; 1955-75) had diplomatic relations with 91 countries, the Holy See, and consular relations with 3 countries in October 1974. Both the State of Vietnam and South Vietnam opposed the existence of the Democratic Republic of Vietnam (North Vietnam) and considered themselves the sole representative of Vietnam. South Vietnam and its predecessor failed to gain admission into the United Nations as a result of the Soviet vetoes in 1952, 1957, and 1958; however North Vietnam also failed to join it.[6][7][8][9] From 1952 to 1975, South Vietnam was an observer of the United Nations while the North was not. Unified communist Vietnam not only inherited South Vietnamese membership in many international organizations; but also recognized or completed international treaties South Vietnam signed such as the Geneva Conventions of 1949 on 4 July 1976, the General Regulations and Universal Postal Convention of the UPU on 27 October 1976, and the 1973 International Telecommunication Convention on 16 December 1976. South Vietnam was one of the countries that signed the San Francisco peace treaty with Japan in 1951.[10] South Vietnam was a member or observer of many international organizations such as: the International Labour Organization, the International Civil Aviation Organization (ICAO), UNICEF, the United Nations Economic and Social Commission for Asia and the Pacific, the Food and Agriculture Organization (FAO), the Asian Development Bank (ADB), the World Bank (IBRD), the International Development Association (IDA), the International Finance Corporation (IFC), the IMF, the International Telecommunications Satellite Organization (ITSO), the Coordinating Committee for Offshore Prospecting in Asia (CCOP), Interpol, the International Olympic Committee (IOC), the ITU, the League of Red Cross and Red Crescent Societies (LORCS), UNESCO, the Universal Postal Union (UPU), International Atomic Energy Agency (IAEA), the Southeast Asia Treaty Organization (SEATO),[11] FIBA, FIBA Asia, Badminton Asia, the French Union,[12][a] the International Tennis Federation,[14] the International Volleyball Federation, the Organisation internationale de la Francophonie,[15] FIFA,[16] the World Meteorological Organization (WMO), the Asian Football Confederation (AFC), the United Nations, the Olympic Council of Asia (OCA), the Southeast Asian Games Federation,[17] the World Organization of the Scout Movement, International Taekwon-Do Federation,[18] and the World League for Freedom and Democracy.
