Manuel Jose "Mannix" Dalipe (born January 27, 1973) is a Filipino politician currently serving as the Representative for the 2nd Legislative District of Zamboanga City and as the Majority Floor Leader in the House of Representatives since 2022. A member of the Nationalist People's Coalition (NPC), Dalipe has been a congressman since 2016 and is serving his third and final term.
Early life and education
[edit]Manuel Jose "Mannix" Dalipe was born on January 27, 1973, in Zamboanga City, Philippines. He is the son of former Zamboanga City Mayor Manuel Dalipe and Ma. Rosario Mendoza. His father, a helicopter pilot for the late President Ferdinand Marcos, assumed the mayorship after the assassination of Mayor Cesar Climaco, a prominent critic of Marcos's martial law.[citation needed]
Dalipe completed his elementary education at Western Mindanao State University Laboratory Elementary School and his secondary education at Immaculate Conception Archdiocesan School. He earned his Bachelor of Science in Business Administration from De La Salle–College of Saint Benilde and later obtained a master's degree in Business Administration (MBA) from Ateneo de Zamboanga University.[citation needed]
Political career
[edit]Dalipe began his political career in 1998 when he was elected to the Zamboanga City Council, where he served for three consecutive terms until 2007. He was later elected as Vice Mayor of Zamboanga City, serving from 2007 to 2010.[citation needed]
In 2016, Dalipe was elected as the Representative for the 2nd District of Zamboanga City under the Nationalist People's Coalition (NPC). He was re-elected in the 2019 and 2022 elections, making him the incumbent congressman for three consecutive terms.[citation needed]
Majority Floor Leader
[edit]On July 25, 2022, Dalipe was appointed as the Majority Floor Leader of the House of Representatives, succeeding Martin Romualdez. In this role, he has been instrumental in advancing legislative priorities and maintaining cohesion among House members. Dalipe has been a vocal advocate for constitutional reform, particularly the revision of the 1987 Constitution, and has called for an end to investigations into alleged paid signature campaigns for charter change.[1]
Caretaker of Zamboanga del Norte 1st District
[edit]In November 2022, Dalipe was named the caretaker of the Zamboanga del Norte 1st District after the Supreme Court barred Romeo Jalosjos Jr. from assuming the post. This appointment was notable as Zamboanga del Norte already had two other representatives from its 2nd and 3rd districts.[citation needed]
Key legislative initiatives
[edit]Dalipe has been involved in several high-profile legislative issues. He has been a strong advocate for charter change, pushing for amendments to the 1987 Constitution to address economic and political reforms. In September 2024, Dalipe joined other lawmakers in issuing a graft warning to Vice President Sara Duterte, emphasizing accountability in government spending.[2] Additionally, he addressed the controversy surrounding the P612.5 million confidential funds, accusing Vice President Duterte of diverting attention from the issue.[3]
Personal life
[edit]Dalipe is married to Keenah V. Dalipe, and they have two children: Martina Francesca and Manuel.[citation needed] His brother, John Dalipe, is the current mayor of Zamboanga City. The Dalipe family has a long history of public service in Zamboanga City, with his father having served as mayor during the Marcos administration.[citation needed]
Affiliations
[edit]Dalipe is actively involved in various civic and youth organizations. He serves as the National Director of the Philippine Jaycees Senate and was formerly the Regional Chairman of the Boy Scouts of the Philippines.[citation needed]
