@Impru20: I would like to discuss with you some of the technical terms you have used as they are not IMHO correct English usage. For example "redaction" should really be "drafting" and "competence" is clearly from the Spanish "competencia" but the correct phrase should be IMHO jurisdiction in this context, or "legislative power" as you have correctly used it once. Also "plurality" should be IMHO "majority".
I also made a change to the phrase "in matters of regional competence as underlined by the Spanish Constitution" which comes across IMHO as a little clumsy, to "in regional matters as defined by the Spanish Constitution". Yet you undid this change. I enjoy what you have written but offer my changes as a native speaker of English (and Spanish as a 2nd language) in the spirit of improvement.

Peter Brew I did not wrote the whole "background" section. It's heavily outdated, and it's basically a remnant of a previous version of the article before I updated it to its current formatting, so I've nothing to discuss in there (feel free to improve it as you see fit; I did not revert any changes there, basically because there wasn't any). What I reverted were your edits in the "electoral system" section. You changed the past tense to present tense, despite the past tense being intended (this being a 2006 election, so it's mean to describe the state of things at the time of the 2006 election). Thus, the terms of discussion would be just about that sentence you rewrote and "plurality", which as I see, I also reverted in my edit. In this case, I think I agree with your sentence "in regional matters as defined by the Spanish Constitution", so I've re-added it and extended it to all Catalan election articles having such a wording. On "plurality"... that's in the "background" section, but nonetheless, I think it's intended to be that way. Saying that CiU won "a majority of seats" would imply they won an overall majority (which is not true), and IMO "plurality" is still correct by English standards and as underlined in Wikipedia itself.
