I made some small corrections to the article and removed the list at the end, but I think this article needs some more attention. Some information appears more than once, appears outdated (Section Preliminary report: These proposals will be taken to the public in a series of hearings in January 2006, and may be subject to change before the commission tables its final report on February 18, 2006.) or could be organized in a more efficient form (one big table?). Also some things remain unclear (Section Preliminary report: There are five essentially new districts, three of which resulting from a merger of previous districts or large parts of previous districts.
