Number of promoted teams

Hi. Why has only one team been promoted to the next level after the group stage? Each group had 4 teams. So it was possible to have two teams promote from each group. Then we could have a semi-finals before the final. Aminabzz (talk) 22:45, 19 February 2025 (UTC)[reply]
