"According to Foss, the 170 mm gun may be a Russian naval gun or coastal artillery system supplied to North Korea in the 1950s" - do you mean the non-chaebol Korean guys returned them now ? By the way a brigade has two regiments and a regiment has two battalions. If one battalion has 12 guns, then a brigade has 72 guns - it means a delivery of 50 guns is implausible, because there is no military sense to deliver them alone - without trained personnel and necessary infrastructure. I haven't found a reference for this yet. The initial theory that these might be re purposed naval guns seems fine. But they have now produced hundreds of these units and sold them to a few countries, so it seems likely they must have domestic production of the guns?
