I opened the archived source for the death date and here is what it said:
Kim Jong Il Sends Wreath on Dancer's Death
Pyongyang, July 17 (KCNA) -- General Secretary Kim Jong Il on Sunday sent a wreath to the bier of Pak Kyong Sil, secretary-general of the Central Committee of the Korean Dancers Union, in token of deep condolences over her death.
It's not the same name, the report said "Pak Kyong Sil" and not "Pak Gyong-sil". The report also referred to them as "dancer" for Central Committee of the Korean Dancers Union and not gymnast.
I highly doubt that it is the same person.
