Someone removed Sreesarmatvm's English translation, which is here and which appears to be correct per Google Translate: https://en.wikipedia.org/w/index.php?title=Pradhan_Mantri_Gram_Sadak_Yojana&oldid=733087806. "Prime Minister's Rural Road Plan". WHy removed? I will let a native speaker restore it.
