Name change

See [1] as well as numerous contemporary sources. Apparently one or two works called this "Public Brooadcasting Laboratory" at some point and it stuck. But there is no ing. Admittedly one gets a lot of Google hits for "Public Broadcasting Laboratory" but twice as much without the "ing." Also I think New York Times consistent usage during its existence is persuasive.
