How is this new?
[edit]I don't question the value of Brams' and Kilgour's treatise from 2010, nor the fact that they came up with the name, but this article reads as if they invented the method. Since the description looks exactly identical to the "equal and even cumulative voting" that has been used since 1991 in Peoria, Illinois, I think this issue needs to be addressed and the subtle difference, if there is one, explained. 94.255.191.59 (talk) 05:08, 16 October 2018 (UTC)
