Literary references to taxation in the Ottoman Empire

Note 12 - William Winchilsea, April 1669, "PRO SP 97/19, fo.76"

This reference is a bit odd: I assume it refers to Heneage Finch, 2nd earl of Winchilsea, who was ambassador extraordinary to the Porte from August 1660 to July 1669 and whose correspondence is in PRO SP/97/17-19. (See Bell, Gary M., Handlist of British Diplomatic Representatives, 1509-1688, London 1990, p.286.)
