Sources cited in the 30 volume history

This History is heavily footnoted but what good is that if the references footnoted are unavailable? It could be a work of fiction.

Does anyone know where the footnoted sources reside? The History's chapter on activities in the Zone of the Interior REPEATEDLY cites a manuscript by Major Arthur K. Peters, for example. The archivist at NARA2 cannot find it but the historian at INSCOM insists it was sent to NARA2. I tried to obtain from NARA2 a second document cited in the history and again came up empty handed. In this second case, I know from other sources that the History's account is inaccurate but am unable to determine whether the source cited in the History was mistaken or if the History mischaracterized the source.

I am about to ask NARA2 for ALL the cited references (even those I care nothing about) to see if ANY are retrievable.
