This account has been blocked due to abuse of an account created due to a request on the mailing list unblock-en-l. The account was created based on the representation that the person was an innocent user who was being affected by a block, usually a range, school, or open proxy block, but it seems from their pattern of editing that reliance on that representation was misplaced.
