Wiki Fowler Photo Block

Hello,

I’m a registered user (Delafield1212), and I’m currently assisting with a biography article on Professor Thomas Fowler IV, which includes uploading a licensed photograph to Wikimedia Commons.

However, I am encountering an IP block when trying to access Commons and edit Wikipedia. The message says my IP address is in a range blocked due to an open proxy or webhost.

I am not using a VPN intentionally, but I may be affected due to my mobile or shared network connection. Could I please request an IP block exemption so I can contribute productively?
