Zero Poverty Program is an initiative by the Government of Uttar Pradesh that was initiated on 2 October 2024.[2] It was announced by the chief minister Yogi Adityanath on the occasion of Gandhi Jayanti.[3]

The aim behind the program is to use the Direct Benefit Transfer initiative as a means to eradicate poverty by delivering government schemes from different departments to the identified families.[4]

Background

Uttar Pradesh has one of the highest poverty rates in India, ranked 25th out of 28 states in 2023 in terms of multidimensional poverty by the NITI Aayog.[5] From 2018 to 2023, the state had the 3.44 crore people exiting multidimensional poverty, the highest in the country.[6] Former chief minister Mayawati cited poverty as one of the major issues that the state currently suffers from.[7]

On 2 October 2024, on the day of Gandhi Jayanti, chief minister Yogi Adityanath launched the Zero Poverty Program,[8] with the aim to eradicate poverty in the state within one year.[9] The initiative aimed to survey the households suffering from poverty on a rural level on two levels: One for the , and one for the widows, devoid of help from the government, heads of families, differently-abled and sick.[10]

Initiatives

In February 2025, the Uttar Pradesh government announced the allocation of 250 crore (US$29 million) towards the scheme, to ensure adequate availability of food and clothing, education, medicine, housing facilities and sustainable income to poor families.[11] The government aimed to use Direct Benefit Transfer as a means to avoid corruption in the transfer of payment.[12]

The website, zero-poverty.in, was launched as a compilation of subdomains of departments and autonomous units working on the initiative.[13]

Rishta

Rishta is a mobile app launched by the Government of Uttar Pradesh on the day the initiative was launched by Livelihood Mission under the rural development department. The app provides a platform to monitor all processes with details related to financial transactions.[14] The app shall also display detailed information on the poorest families identified by the mission's digital platform, allowing for an easy Direct Benefit Transfer.[4]
