The Directorate-General for Enlargement and Eastern Neighbourhood (DG ENEST) is a department of the European Commission responsible for managing the European Union's enlargement process and its relations with Eastern neighbouring countries.[1]

History and Establishment

DG ENEST was officially established on 1 February 2025, following the reorganization of the Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR). This restructuring aimed to enhance the EU's capacity to manage enlargement processes and strengthen relations with Eastern neighbours.[2]

Responsibilities

DG ENEST oversees the EU's enlargement policy, assisting candidate and potential candidate countries in meeting the necessary criteria for membership. This includes:

Accession Process: Coordinating accession negotiations, monitoring progress, and evaluating reforms aligned with EU standards.[3]

Financial Assistance: Managing pre-accession funds, such as the Instrument for Pre-Accession Assistance (IPA III), to support democratic and economic reforms.[4]

Eastern Neighbourhood: Strengthening relations with Eastern Partnership countries, promoting political association, economic integration, and democratic reforms.[5]

Organizational Structure

DG ENEST operates under the political authority of the European Commissioner for Neighbourhood and Enlargement, currently Marta Kos.[6] The Directorate-General is structured into several directorates responsible for:

Enlargement Negotiations: Overseeing progress in candidate countries such as Albania, North Macedonia, Montenegro, and Serbia.[7]

Neighbourhood East: Managing EU relations with countries such as Ukraine, Moldova, and Georgia.

Pre-Accession Support: Allocating and monitoring pre-accession assistance funds.

Economic and Investment Plan: Supporting infrastructure projects, digital transformation, and green energy development.

Rule of Law and Governance: Promoting judicial reforms, anti-corruption measures, and human rights protection.[8]
