Establishment of unicode standard for Kashmiri language in digital form

This is self published but also deposited in the Script Encoding Initiative of Berkeley University's Linguistics department. This source supports the obituary claims that this person contributed significantly to the establishment of digital Kashmiri text.

I am short on details because of the language barrier but this seems to be an award ceremony.

Finally, there are plausible claims of other awards in the obituaries which I could not fact check, such as with the Soviet Land Nehru Award.
I think this article is good enough to publish and develop further. As with any Wikipedia article, claims without citations can be removed, and citations failing fact checking can be removed.

I make a clearer case for notability here, but pre-Internet biographies for public figures using non-English languages often have less clear fact-checking than contemporary figures. - @Theroadislong: I restored the formatted citations that I originally put into the article. There was a reversion to a previous version which removed them.
