Definitely, yea. It might be worth having a separate column for what the outcome of each instance was. For example the 2003 consultation resulted in NATO cutting off cooperation with Russia. That sounds like a good idea, let me give it a shot. Regarding the Cuban Missile Crisis, what do you think was going on with that other source I found from the National Security Council (that's a pretty good competing source, right?)? I saw that the NATO ambassador Finletter was ordered to convene, so I treated that as an Article 4 invocation. Your second source is interesting, so let me hold off until I can get access to the full version, but I'd like to see it to doublecheck through it. I also wonder if there were past invocations, but we just don't know about them because they haven't been declassified yet, or how many of these sources have kept up with recent declassifications. I love your username

I am user:Soap typing on an alternate account which I use on mobile devices. I acquired both names at a time when the namespace was not yet so crowded.

I read Wikipedia and Wiktionary quite a lot on my tablet and phone, but since I rarely edit from them, ive been offering to give up this username in favor of something more humble for several years now. Nobody has yet taken me up on the offer, and perhaps most people just don't think about usernames that much, but when I saw you posting I figured it wouldn't hurt to ask if you wanted this name that I really don't need. All i would need to do is change a few dozen talkpage signatures from this name to Soap.

Sorry to disturb you, but I saw you active at List of military alliances. Can you also take a look about the List of military alliances page from time to time, seems to couple of editors really want to make a mess and add stuff that are not military alliances by every cost. I noticed that there is some trend, you know, promotion of certain organizations, to are defense or military alliances to give them higher weight or so, and that has some fans what push it and I suspect it is motivated or represent someone's private views or wishes but that is not for encyclopedia. We here don't do any promotion or advocacy so. For me it is pretty clear, there is the article and article topic and eventual talk page for consensus and that is it.
