Please look at {{Ordered list}} for the draft template I declined above. However, I still believe you need to redesign it for ease of use and maintenance. You also need to link the template to any existing articles for the villages. I am undecided about whether red ins shoudl be included. There are too many items in your template.

You need a separate template for each of the subdivisions in your second column. These can link to each together from their footer rows.
